(sorry, I do not have access to an OS/2 system with VTD installed right now, so I can not check at this point)

do a 
dir *.cmd /s
in your VTD directory, have a look with E or EPM at any CMDs, generally, that's how WPS classes get registered;
generally, the CMD will have comments 'registering wps classes'
then, run the CMD...

btw, fwiw: Canberra/ACT user group has or used to have UK English VTD for download, apparenly it gave 'better results'
