OpenSSL-0.9.6 DLLs are available

While Vladimir Anufriev (http://www.nikoil.ru/avn/) has ported
openssl-0.9.6 to os/2, he didn't make DLLs for SSL libraries.

We've corrected it and made ZIP archive available for download.
