Subject:  [VOICENWS] MMIOProc Codecs for MP3 and OGG Vorbis

Russell O'Connor has updated the MMIOProc Codec for MP3 to V 0.3 ,
additionally there is now  V 0.1 of the OGG Vorbis codec

Changes from 0.2 to 0.3 :
      * Now MP3 waveforms are visible in Audio Editor.
          * MMIOM_IDENTIFYFILE does not claim that all data is valid mp3.

With the  codecs the OS/2 mulitmedia system is able to play (and convert
to WAV) MP3 and  OGG Vorbis files  without any additional software.
