PGMCNTRL is a small vio utility that allows you to perform actions like
kill and query and window functions like close, minimize, maximize,
restore and hide on _every_ process in the system.

Extensions compared to V1.04:

 - modified parameter /POS to accept also x,y coordinates only in order to
move a window without sizing it.

 - introduced parameter /WAIT[:sec] to allow waiting for a program
