It's a financial app, intended to replace Quicken, and written in Java by the author of the Arachnophilia HTML editor, Paul Lutus. http://www.arachnoid.com/PLCash/ I've downloaded and installed it and imported my Quicken 98 data. It looks good so far. It's freeware (actually "CareWare") and requires Java 1.4 or higher.
