Apparently this is a popular sound/music editor in to OSS world. Nothing for OS/2, but there's Linux/*nix, Mac and Win versions, which shows it's pretty cross platform. There was someone working on an OS/2 sound editor a couple years ago, but that seemed to have died. Most people I know of still use the old 16bit CoolEdit if they want to do this stuff in OS/2. Looks like a great opportunity for anyone looking for a project. It's built on the wxWidgets windowing library.
