I've just uploaded Scribus v1.3.3.6 beta 2 to my site at 
http://smedley.info/os2ports

Fixed in this version:
Updated in beta 2:
  - Moved to cairo as a rendering engine - cairo122.dll included in package
  - Most plugins are now working

More details on scribus are available at http://www.scribus.net

This port would not be possible without the port of Qt available from Netlabs!
