It should be available to all eCS users. I'd have uploaded it to the main eCS download site, except that I've forgotten how. :( So the it's on the BetaZone, even though it's not something to which "beta" really applies (it being mostly documentation). The Icon Themes Toolkit describes how to create your own Icon Themes. This version of the toolkit applies to ITHEME version 2.x, which is included in eCS version 2.x (possibly version 1.2mr as well; I've forgotten). The theme format is somewhat different compared to version 1, hence the need for an updated toolkit. I should have provided it long ago - most of it was written in 2006 - but I basically forgot that I'd never uploaded it anywhere.
