Problem:  I installed with WarpIn over a working PMMail 3.22 program.  During 
install I skipped the update of any identical file that was newer than the file 
in the new 3.24 ver.   Program would not start and gave message: System cannot 
find the file ASPELL15.
There is an empty Aspell-0.60 directory in Tools directory and an aspell.cnf 
file 192 bits 07/16/18 .

There is no Aspell 15 in my current running 3.22 version of PM Mail.
