Take a look at the WIS script for my old cupsbase.wpi (eCups), found in:

ftp://ftp dot netlabs dot org/pub/ecups/install/ecupswpi_build.zip

In particular, look at how the CheckSystem and CheckEXE functions are 
used.  Some of this logic might be useful here.
