It seems that IBM are having some small problems with URLs. The link
mentioned before was almost correct, but to get the 'Create
Suggestion' to work, you need to browse to:

  http://www-3.ibm.com/software/os/warp/webreqs.nsf 

Do NOT include an ending slash!

The correct link for creating a new suggestion directly is:

  http://www-3.ibm.com/software/os/warp/webreqs.nsf/Page1?OpenForm 

Hopefully they will be fixing it shortly anyway. I've had a response
from one of their web site maintainers.
